Retail vs. Wholesale License

Many people want to flip cars for profit without the overhead of a car lot. In Texas, the TxDMV strictly regulates this.

Retail Dealer (GDN)

  • Can sell to the general public.
  • Can sell to other dealers.
  • MUST have a display lot for 5+ vehicles.
  • Must be open to public 4 days/week.

Wholesale Dealer

  • CANNOT sell to the public.
  • Can ONLY sell to other dealers/auctions.
  • NO display lot required.

The Strategy: If you want to operate without a lot, you must get a Wholesale Motor Vehicle Dealer License. This allows you to buy from auctions (Manheim, ADESA, etc.) and sell to other dealers. It does not let you sell cars on Facebook Marketplace to individuals.

Wholesale Office Requirements

Even though you don't need a lot, you still need an office. You cannot operate from your kitchen table or a P.O. Box. TxDMV investigators will physically inspect your location.

To get a Wholesale License, you need:

  • Physical Office: A permanent indoor office where you can conduct business.
  • Furniture: A desk, two chairs, and a filing cabinet.
  • Communication: A working telephone (landline or cell) listed in the business name.
  • Internet: Functioning internet access.
  • Signage: A permanent sign on the outside of the building showing your business name.
  • Lease: A lease agreement for the office space (must be for business use).
  • Business Hours: Posted hours of operation (at least 2 consecutive hours, 2 days a week).

Note: The office cannot be in a residence, apartment, or hotel room. It must be in a commercial-zoned area.

Warning: Don't Be a "Curbstoner"

"Curbstoning" is the act of buying and selling vehicles for profit without a license. In Texas, you can sell up to 4 vehicles per year titled in your name. If you sell 5 or more, or if you buy vehicles with the intent to resell (even just one) without titling it in your name, you are breaking the law.
